Staff will present an update to the Board regarding the next phase of the Brush Creek Water Pollution Control Facility Solids Handling Design.
Later this evening, during the Public Works and Engineering section of the meeting, the Board will be asked to consider authorization of a purchase approval for the design phase of the Brush Creek Water Pollution Control Facility Solids Handling.

Purchase Approval #23007 - Redevelopment Study - Planning Services
Proactive planning and community visioning have remained a priority of the Board and as such, the Township continues to update sections of the Cranberry Plan. Earlier in 2022, the Township received a $50,000 matching grant from DCED to conduct a redevelopment study of our core commercial areas, as well as update the economic development section of the Cranberry Plan. The proposed study will inventory the current conditions, identify best practices, and create an actionable plan for future redevelopment in Cranberry’s commercial core. This planning process is critical for the long-term sustainability of the Township’s commercial corridors.

Delta Development Group - Master & Transportation Agreement Renewals
Two of our current agreements with Delta Development are expiring. We have worked with Delta focusing on transportation and capital projects and continuing the work on the economic goals of the Township. Accordingly, the Board is being asked to consider the following motions renewing the agreements with Delta Development:
1. Motion to approve the renewal of the Master Consultant Agreement with Delta Development Group through December 31, 2023, according to the amendments as stated in the November 17, 2022 letter from Delta Development which focuses on public funding strategies and implementation, as well as administration of the Freedom Road Build I & II grants.
2. Motion to approve the renewal of the Transportation Planning Agreement with Delta Development Group through December 31, 2023, according to the amendments as stated in the November 17, 2022 letter from Delta Development which focuses on transportation planning and funding efforts.

Cranberry Township is seeking financial assistance to complete the Burke Road Waterline Looping Project. The Burke Road Waterline Looping Project was identified in the recently updated Master Water Plan. The project proposes constructing approximately 1,330 LF of 8-inch ductile iron waterline on Burke Road in Cranberry Township. This project will eliminate an 8-inch dead end main to improve water quality and provide a redundant feed for approximately 200 households.

Cranberry Township is seeking financial assistance to complete solids processing and dewatering upgrades, which are critical to extending the life of the previous Brush Creek Treatment Plant Improvements.
Motion to adopt Resolution No. 2022-91, authorizing submission of a grant application to the Pennsylvania Department of Community and Economic Development (DCED) for funding towards the construction of the solids upgrade at Brush Creek Treatment Plant.

CNC, LLC – Joint Funding and Cooperation Agreement
A public and private partnership will provide for the construction of a signal and associated improvements at the Progress Avenue and Route 19 intersection. Accordingly, the Board is being asked to consider the following cooperative agreement that outlines the funding commitments of both parties and the use of grants awarded to the project by the Commonwealth Financing Authority (CFA) and PennDOT.
Motion to approve the Joint Funding and Cooperation Agreement with CNC, LLC, according to the provisions of the agreement dated December 8, 2022.
