Greenways Study Presentation
Over the past year, the Planning & Development Services staff have worked in partnership with HRG and the Environmental Advisory Committee to create a Greenways Study. This study presents a vision and strategic plan for linking nearly 3,000 acres of preserved open space across the Township. The final report is attached for your review, and staff will present the findings this evening.

Recreation, Arts & Cultural Center Ad-Hoc Advisory Committee
The Board of Supervisors adopted the recently updated Comprehensive Parks, Recreation, and Open Space Plan on March 7, 2024. One of the plan's top priorities is to form a Recreation, Arts & Cultural Ad-Hoc Advisory Committee. The committee will serve in an advisory capacity, offering input, recommendations, and support for public engagement during the feasibility and evaluation of a potential Recreation, Arts, and Cultural Center in the Township.

Contract Order #2025-194 - Waterpark Master Site Plan
As the Waterpark approaches its 30th year in operation, it is time to take a comprehensive look at the facilities and set a vision for the future needs of the complex. Staff is proposing a contract with Water Technology Inc. to conduct an on-site evaluation of the pool and provide expert recommendations regarding necessary repairs, renovations, or replacements. Additionally, they will create an initial concept design outlining proposed updates or replacements of pool amenities.

In order to accomplish the planned improvements for Community Park North, we are required to pay mitigation fees because of wetland impacts. Final mitigation fees are now due in order to secure our environmental permits and advance the project.

Intergovernmental Agreement with the PA State Police - July 2025- June 2026
Since the adoption of Ordinance 2017-469 in 2017, the Board has collaborated with the Pennsylvania State Police through an Intergovernmental Agreement supported by the Automobile Theft/Motor Vehicle Insurance Fraud Program.
Motion to approve a Intergovernmental Agreement with the PA State Police for the funding period from July 2025 through June 2026, as authorized by the ordinance.

Bill No. 2025-05 - Transportation Impact Fee Adoption
The Transportation Impact Fee Advisory Committee has worked with staff and the Township's engineering consultant to update the Transportation Capital Improvement Plan. Adoption of the Impact Fee Ordinance Amendment is the final step required to update the Transportation Impact Fee Program.
Motion to adopt Ordinance 2025-527, amending Chapter 12 ("Impact Fees") that will revise the impact fee for new developments, combine the transportation service areas for the program, and update the appendix materials.

Staff is seeking financial support through a Congressional grant funding program to carry out Phase 2 of the Route 19 Waterline Replacement Project. This phase involves replacing approximately 2,000 linear feet of 12-inch waterline along both the western and eastern sides of Route 19, stretching from Rochester Road to Rowan Road.
Motion to adopt Resolution No. 2025-46, authorizing the submission of a grant applications to the FY6 Congressionally Directed Spending/Community Project Funding program.
