The purpose of this hearing was to accept public comment on a Conditional Use application to revise the design of Phases 6, 7, and 8 of the Park Place CCD-2 Development by revising the types of residential units and reducing the number of residential units by 87 units on 195 acres located north of Rochester Road and east of Powell Road.

This Public Hearing will be continued without presentation.

Presentation of new Customer Portal for Sewer and Water Customers

This evening, Staff will update the Board on the new on-line services that will soon be available to our Utility Customers through a new customer portal.

Update on the Development of a Stormwater Management Program

Staff is continuing to work to prepare a comprehensive program to maintain and expand the Township’s stormwater management capabilities. In addition, the Program will be designed to meet the Township’s MS4 permit requirements as mandated by the State and Federal governments. The program would be funded through a dedicated fee that would be levied by the Township’s General Authority. It is anticipated staff will be able to present a detailed Program to the Board of Supervisors at your Thursday, September 26 Board meeting. A series of meetings have been scheduled to discuss this proposed Program. A public open house on this topic is scheduled for Wednesday, October 9, 2019 in Council Chambers from 4:00 pm to 7:00 pm.

Cranberry Township Community Chest (CTCC) and Township Collaboration

CTCC and the Township have worked collaboratively in advancing the shared visions of both organizations to much success. As CTCC continues to grow in its scope and outreach, both CTCC and the Township would like to more formalize those collaborative efforts through MOUs between the parties. Accordingly, the Board is being asked to consider the following motion:

Presentation on Recommendations from the K-9 Connection Committee and Master Plan for Community Park North, Public Safety Training Area and Public Works Operations Area

Over the past year, a group of residents has been meeting under the mantle of the K-9 Connection Committee and evaluating ways to increase pet-friendly policies for our Township Parks. This evening staff will present the recommendations of that Committee, along with the proposed Master Plan that includes Cranberry Park North, Public Works Operations Area and the Public Safety Training Area, which incorporates the recently acquired property.

Following the presentation and discussion, the Board is being asked to consider the following action:

1. Motion to authorize the advertisement of any necessary ordinance amendments that are required to implement the recommended program for the Board's consideration at the October 3rd Regular meeting.

2. Motion to authorize the Township Manager to begin the process to relocate the Rotary Dog Park to the new location in Cranberry Park North.

3. Motion to approve the proposed Master Plan for Cranberry Park North, the Public Safety Training Area and the Public Works Operations Area.

Strategic Planning within the Police Department

As the Township grows in size and complexity so will the needs within our public safety functions. Over the last three years the Board took a pro-active approach to public safety and focused on the strategic needs of the fire service. Staff is now working with CTVFC and CTEMS to implement those recommendations. The other major component of our public safety function that is also dedicated to be proactive is our Police Department. Accordingly, I am requesting approval of the following Motion that will help examine at least 8 major areas, including recruitment, career development and training, a critical challenge as we continue to grow the ranks of that department.

Requested motion: Motion to approve the August 29, 2019 Proposal from Bartell & Bartell to undertake a two phase strategic planning effort for our Police Department at a cost not to exceed $35,000.00.
