Pollution Reduction Plan (PRP) Update - Cranberry Township MS4 program
The staff is requesting the Board consider an update to the Township PRP to save costs associated with the pollution reduction projects identified in the Plan and required to meet our state DEP MS4 permit requirements. The Township Engineering Department will make a presentation to the Board on the proposed changes. At the conclusion of the presentation, the Board will be asked to consider a motion to advertise and update the plan.
Motion to authorize advertisement for the thirty (30) day public comment review period for the revised Pollution Reduction Plan and submission of the Plan to the PA Department of Environmental Protection at the conclusion of the public comment period as required for the Township MS4 permit.

Infiltration and Inflow (I&I) Program Update
The Utilities department will make a presentation to the Board on sewer system I&I efforts including manhole assessments and flow monitoring efforts. At the conclusion of the presentation, the Board will be asked to consider a Purchase Approval to continue comprehensive flow monitoring efforts throughout the system.

Marshall Township Municipal Sewer Authority (MTMSA) Agreement Amendment
We have been working with MTMSA for several years on a supplement to our 1989 service agreement to clarify items not clearly covered by the existing agreement. We are happy to report we have reached an amicable resolution with MTMSA and are recommending the Board approve execution of an agreement that clarifies, among other things, capacity limits, sewage facilities planning module approval processes and allows for the purchase of additional capacity by MTMSA. MTMSA approved the agreement at their meeting on 4-27-2021.
